Buy-and-build / Research hypothesis

Compliance-mandated demand

Test whether a specific obligation creates an identifiable need for a target's services, while separating the existence of a rule from customer spending, supplier eligibility and contract durability.

The pattern

The proposed mechanism begins with an obligation affecting a defined customer activity, asset or facility. The research team asks whether a target performs work needed to satisfy it. The presence of regulation alone is insufficient: customers might perform the work internally, use a different method, reduce the relevant activity or engage another provider. A compliance label on a company website does not establish a legal requirement or a captive customer base.

Define the customer, jurisdiction, obligation, relevant service and timing before assembling the list. Separate mandatory testing from optional advice and distinguish work a supplier may perform from decisions reserved to an authority or accredited body. The screen can identify claimed services and recorded qualifications. Determining which requirements apply to a particular facility, and whether the transaction changes eligibility, needs appropriate legal and technical review during diligence.

Where to investigate it

These playbooks provide operating contexts in which to test the mechanism. Sector membership alone does not establish a match.

Hypotheses to test

  • A current and applicable obligation creates a need for the specific service being screened. The connection should be explained by customer activity rather than a broad claim that regulation is increasing.
  • The target has the necessary scope, qualifications and practical capacity to perform that service. A certificate for one activity cannot answer a question about every offering in its catalogue.
  • Customers would continue needing an external provider under plausible changes in their own operations. Mandatory work does not guarantee outsourcing, customer retention or attractive contract terms.

Public evidence that supports further investigation

  • Current official guidance identifies the relevant activity and obligation. Retain its effective date and scope, and ask a specialist to resolve applicability rather than extrapolating across jurisdictions.
  • An official register or accreditation directory matches the target's legal identity and required service scope. Record any limits instead of treating inclusion as a universal quality endorsement.
  • Company service pages describe the actual test, inspection or reporting deliverable and the customer types served. This supports a service match without verifying completion quality or demand volume.

Evidence that could kill the hypothesis

  • Authoritative current material establishes that the proposed obligation does not cover the specified customer activity. The thesis must change or the candidate must leave this particular screen.
  • The target is an adviser or referral intermediary where the mandate requires direct authorised delivery. Adjacent knowledge does not establish permission or equipment to perform the regulated task.
  • An applicable official record shows the required authorisation has expired or excludes the screened work. Resolve identity and dates before treating this as a disqualifying finding.

Common failure modes to examine

  • Rules, enforcement practice or accepted technical methods change. A business built around one compliance workflow may need different capabilities even where the underlying public objective remains.
  • Integration weakens independence, quality controls or recordkeeping. Common ownership must be assessed against the specific activity, without assuming that every inspection business can be organised identically.
  • A small number of regulated customers dominates demand, or a qualified signatory leaves. Mandatory customer obligations do not eliminate supplier concentration or key-person exposure.

Typed screening questions

QuestionAnswer typeWhy it matters
Which specific compliance-related service is offered?Category / UnknownAnchor the screen in a deliverable rather than a general compliance marketing claim.
Which customer activities or assets does it address?List / UnknownApplicability depends on the activity and cannot be inferred from industry alone.
Which jurisdictions are evidenced?List / UnknownKeep service coverage distinct from the geographical scope of an obligation.
Is the required provider authorisation independently recorded?Yes / No / UnknownMatch the operator, service scope and current status before accepting a qualification.
Is the work performed directly or referred elsewhere?Category / UnknownDistinguish delivery capability from advisory knowledge and lead generation.
Is a repeat inspection or reporting interval described?Category / UnknownRecord the claimed cadence without concluding that customer revenue necessarily recurs.
Define accepted categories and evidence requirements before research. Unknown is an explicit answer, not a negative finding.

What changes in origination

Construct the universe from a narrow service definition and the relevant customer activity. Pair provider directories with primary company research, keeping eligibility and commercial fit separate. The agents should stop where an apparent qualification does not match the required work, and leave unclear regulatory applicability for specialist review.

Use outreach to ask about service mix and delivery responsibility. Avoid telling a company that its customers are legally compelled to buy from it. Treat regulatory demand as a hypothesis with explicit scope and dates, rather than a substitute for customer diligence.

Apply it to a target list

Turn the hypothesis into client-specific screening questions, with accepted answers and an evidence requirement for each. Triage resolves identity before research is paid for, removes duplicates and wrong-site records, and asks disqualifying questions first. Scout collects typed values from a fixed list, each quoting a retained page verbatim. Audit re-reads with every fetch tool denied, settles contradictions, strikes unquotable findings and leaves gaps visibly open. Review the evidence standards before interpreting a shortlist.

Bring a list or ask Docket to build one. Use the self-serve platform or a managed engagementwith a dedicated analyst and weekly criteria review. Each client's docket is a separate database; the client owns its data and can export CSV or Excel at any time. Outreach is optional: approve the messaging and each target before email, LinkedIn or phone contact. The first ten targets are researched free.

Where to check this

Distinguish demand created by a rule from demand merely adjacent to one. The regulation itself, its effective dates and its enforcement body are all primary documents; a company's marketing page is not. For environmental and workplace-safety mandates, EPA ECHO and OSHA records show how rules are enforced on actual facilities.
